This one says, "Three-way or Multi location applications require the use of a Multi-Location Remote HMR, in conjunction with a Preset Dimmer. I am unsure if this means that I need to purchase a remote? Please let me know, Thanks!

Realize that a little bit of voltage is designed to leak through with a multi location dimmer. It may not be an issue with other light bulb technologies, but with product it is enough to power the light on at its lowest setting. So in this situation, the LED can never be turned off.
